The full Third Circuit Court of Appeals in Philadelphia has agreed to rehear a case involving sports betting in New Jersey, citing the possibility that previous rulings contained conflicting language that failed to resolve federal questions critical to the case.

Parx has no room for any more shippers

The backstretch at Parx Racing, under quarantine since last Friday, has been closed to ship-ins because there are no more stalls available, according to Sam Elliott, the track’s director of racing.

Parx put in place a policy that prevented horses from leaving the track on Oct. 3 after a horse tested positive for equine herpesvirus, a highly contagious disease. The policy allowed horses to ship in to the track as long as they did not ship out until the quarantine was lifted, and horses continued to enter the backstretch throughout last weekend despite the quarantine, Elliott said.

IFHA joins Coalition for Horse Racing Integrity

LEXINGTON, Ky. – The International Federation of Horseracing Authorities, an umbrella group for racing regulatory bodies worldwide, has joined the Coalition for Horse Racing Integrity, the group that is supporting an effort to pass federal legislation in the U.S. that would result in the implementation of national medication rules, the coalition announced on Thursday.

DRF sponsoring program at racing symposium

Daily Racing Form will be one of the sponsors of a new program at the University of Arizona Symposium on Racing and Gaming that is designed to encourage new ideas for horse racing, the company announced on Wednesday.

The program, called the Innovators’ Circle, will debut at this year’s symposium, scheduled for Dec. 7-9 at Loews Ventana Canyon Resort in Tucson, Arizona. The program will invite individuals to offer new ideas that could be implemented in racing. The individual who offers the idea that is judged to be the best will be given a cash award of $10,000.

Handle declines at Stockton meet

Both the ontrack handle and the all-sources handle declined during the recent six-day San Joaquin Fair meet at Stockton.

There was a 12 percent drop in ontrack handle from $835,911 in 2014 to $734,637 in 2015. Out-of-state wagering on Stockton’s races fell only 1 percent from $2,035,773 to $2,008,247.

Stockton’s all-sources handle, including live, satellite, out-of-state and advanced-deposit wagering, dipped 13 percent from $4,723,791 to $4,124,026.

Kentucky governor replaces two members of commission

LEXINGTON, Ky. – Kentucky Gov. Steve Beshear has replaced two members of the Kentucky Horse Racing Commission whose terms had expired and reappointed three others to the 15-member body, according to the governor’s office.

The two members who were replaced were Foster Northrup, a racetrack veterinarian, and Alan Leavitt, a Standardbred owner and breeder. Those appointed by Beshear to fill their seats, effective immediately, are Steve Stewart, the owner of a Standardbred breeding farm near Paris, Ky., and Clayton Patrick, an attorney based in Frankfort.

Breeders' Cup lowers minimum bet for pick six, other exotic wagers

LEXINGTON, Ky.  -- Minimums for the pick six bet offered on each day of the Breeders’ Cup event this year on Oct. 30-31 at Keeneland Racecourse will be $1, and the minimum for trifectas, pick threes, pick fours, pick fives, and super hi fives will be 50 cents each, Breeders’ Cup announced on Thursday.
