RCI names members of Compliance Committee

The Association of Racing Commissioners International has named 12 members to a committee that will work with individual racing states on adopting the organization’s uniform rules, the RCI announced on Tuesday.

The 12 members of the newly formed Compliance Committee have been divided into three teams, and each team will work with specific states on the adoption of the rules, the RCI said. The teams will begin work on the process “this week,” the RCI said in its release.

Handle dips at Churchill Downs fall meet

LOUISVILLE, Ky. – Gross all-sources wagering handle at the Churchill Downs September meet that ended Sunday totaled $33,217,607, down 14 percent from corresponding figures from last September. However, there were only 11 days run this year versus 12 last year, meaning the daily all-sources handle of $3,019,782 was down 6.6 percent from last year ($3,234,190).

New York establishes thresholds for cobalt

Horses who race in New York will now be subject to thresholds for the naturally occurring mineral cobalt under a rule passed by the state’s gambling commission on Thursday.

The cobalt threshold was one of a number of rules the New York State Gaming Commission approved Thursday during a marathon meeting that included 12 agenda items related to rule-making for Thoroughbred and Standardbred racing. All but one passed unanimously.

Lussier appointed to NYRA board

Georgeanna Nugent Lussier, of Saratoga Springs, has been appointed to the New York Racing Association’s board of directors, replacing Rick Cotton.

The appointment was made by Carl Heastie, the speaker of the House of the New York Assembly.

Lussier, a 1998 graduate of the State University of New York at Plattsburgh, is a partner in Epona Racing Stable, which owns horses with trainer Bruce Brown. Lussier, now the only female member of the NYRA board, is a board member and serves on several committees of the Capital District Transportation Authority.

Churchill Downs hires Dall as CFO

Marcia Dall, the chief financial officer at Erie Indemnity Co. since 2009, has been hired by Churchill Downs Inc. as the company’s new CFO, Churchill announced on Wednesday.

Dall, who also will have the position of executive vice president, fills a role that was being performed by Bill Mudd, who was elevated to president and CFO last year after previously serving solely as CFO. In a release, Churchill said that hiring Dall will allow Mudd to “continue to focus on his operational responsibilities,” and Mudd also will take on the title of chief operating officer.

Third-party Lasix advances at CHRB meeting

Third-party Lasix administration is closer to reality in California.

At its monthly meeting held Wednesday at Los Alamitos, the California Horse Racing Board moved to 45-day public comment period a proposed amendment requiring authorized bleeder medication be administered by an independent third-party veterinarian.

The proposed amendment is on schedule to become law following the 45-day period.

Joe Morris, the president of the Thoroughbred Owners of California since early 2013, has been hired by The Stronach Group to oversee the company’s West Coast operations, which includes Santa Anita Park in Arcadia, Calif., and Golden Gate Fields in Northern California, the company has announced.
