A dispute has erupted between Santa Anita Park and Oaklawn Park over the cancellation of a $100,000 show wager on a horse in the first division of Oaklawn’s Feb. 20 Southwest Stakes that has led Santa Anita to drop Oaklawn from its simulcast menu, according to officials.

New York Racing Association hires chief financial officer

The New York Racing Association has hired Sue Stover, the former chief financial officer for Rosa Mexicana Restaurants, as its chief financial officer, the association announced on Friday.

Stover will oversee all of NYRA’s financial operations, including accounting, budgeting, and forecasting. NYRA has not had a chief financial officer since November 2011, when the association promoted Ellen McLain to executive vice president and chief operating officer.

Churchill Downs, Delaware North plan to buy Ohio harness track, open casino

Churchill Downs Inc. and Delaware North have reached an agreement to purchase Lebanon Raceway in Lebanon, Ohio, northeast of Cincinnati, an acquisition that will allow the two companies to gain a foothold in a state that last year approved slot machines at racetracks.

New York makes 48-hour Bute rule official

The New York State Racing and Wagering Board on Wednesday formally adopted a 48-hour threshold for the administration of the painkiller phenylbutazone, aligning the state’s rules with those of most other major racing states.

The 48-hour rule will replace the state’s 24-hour rule, which was adopted in January 2006. Last year, a number of drug-testing advisory organizations recommended that state racing commissions adopt the 48-hour rule.

Kentucky account-wagering tax bill advances

A Kentucky legislative committee has approved a bill that would impose a 0.5 percent tax on wagers made by Kentucky residents through account-wagering operations, according to legislative records.

The House Appropriations and Revenue Committee unanimously passed the bill on Tuesday, sending it to the floor of the house. The bill’s chief sponsor is Speaker Pro Tem Larry Clark, a Democrat from Louisville.

Woodbine: Report recommends Ontario slots subsidy to racing be eliminated

ETOBICOKE, Ontario – The Drummond report, a study commissioned by Ontario’s ruling Liberal Party to address means of reducing the province’s budget deficit on Wednesday recommended ending horse racing’s share of the racetrack slots program.

Authored by Don Drummond, a former Toronto Dominion bank analyst, the recommendations are non-binding and will be studied for their potential inclusion in the Liberal’s budget this June.

Horse racing annually receives some $345 million from racetrack slots revenue.

Kentucky commission funding morphine study

The Kentucky Horse Racing Commission on Wednesday approved a measure to provide $5,000 in funding to conduct a study in partnership with the British Horseracing Association to determine whether existing drug tests could differentiate between a post-race finding of morphine that is ingested by horses and morphine that is injected directly into a horse’s joints.
