Signor to retire as CEO of Capital District Regional Off-Track Betting
John Signor, who has worked at Capital District Regional Off-Track Betting Corp. for 24 years – the last 19 as the company’s president and chief executive officer – announced his retirement in a press release issued by the company Thursday.
Signor will retire effective once the corporation appoints a successor, the release said.
Capital OTB is viewed as the only OTB in New York state that remains consistently profitable on horse racing alone, operating strictly via simulcasting without ever receiving approval for Video Lottery Terminals.
“Serving the public and leading Capital OTB alongside such a dedicated team has been the greatest privilege of my professional life,” Signor said. “Through every obstacle – from industry-wide economic shifts to sweeping technological changes – we held fast to a business model that prioritizes fiscal health, taxpayer protection, and unwavering support for New York horse racing. I am immensely proud of what we have built together, and I leave knowing the corporation is well-positioned for an exceptionally bright future.”
A certified public accountant, Signor served many roles in New York state agencies such as public affairs officer for the New York State Division of the Budget; director of audits and investigations for the New York State Racing and Wagering Board, and director of public affairs for the New York State Department of Health.
