NYRA forms four-person Safety and Integrity Team
OZONE PARK, N.Y. - The New York Racing Association has created a four-person Safety and Integrity Team dedicated to enhancing existing safety protocols at its three tracks, Aqueduct, Belmont Park, and Saratoga.
Tim Kelly and Juan Dominguez have been made safety stewards, joining Hugh Gallagher, who has been a safety steward here since 2014, and Jean Claude Jaramillo, who holds the title of NYRA’s Equine Investigator Specialist.

Kelly has served as the clerk of scales since 2005. Kelly trained horses from 1984-2001 and served as a Lasix coordinator and a placing and patrol judge. Dominguez has had many jobs on the backstretch, most recently as a coordinator and liaison between the security, racing and administration staffs as well as overseeing safety issues on the backstretch.
The Safety and Integrity Team will consult and advise stakeholders on matters relating to overall safety and integrity, including a focus on the health and welfare of equine athletes. It will focus on maintaining and expanding best practices during morning training, racing, and in the barn area.
With Kelly taking a new position, Sal Russo has been promoted to clerk of scales.
