Mandy Minger, a former executive with Daily Racing Form, has been hired as the director of communications for the Horseracing Integrity and Safety Authority, HISA announced on Monday. Minger, who most recently worked at the Pennsylvania State Horse Racing Commission overseeing regulation and enforcement at Harrah’s Philadelphia  Casino and Racetrack, will “lead a multi-channel communications strategy to further HISA’s efforts to educate key stakeholders on new regulations and requirements, ensure transparency of HISA’s operations, and serve as a resource for all those seeking to better understand HISA.” :: DRF Bets members get FREE DRF Past Performances - Formulator or Classic. Join now! HISA, which was created by federal legislation passed late in 2020, is scheduled to implement its anti-medication and doping control program on Jan. 1. The authority began enforcing limited rules governing safety practices this summer. Minger was employed by DRF for 27 years and was the vice president of marketing when she departed the company. “HISA will benefit from Mandy’s racing expertise and deep relationships within our sport as she helps HISA achieve its communications goals,” said Lisa Lazarus, the chief executive of HISA, in a release. “Her understanding of the racing landscape and passion for promoting safety and integrity will help ensure HISA’s messaging is effectively communicated to all our key stakeholders.” :: Want to learn more about handicapping and wagering?
