Franco, Velazquez cited for whip violations in Travers

SARATOGA SPRINGS, N.Y. – Jockeys Manny Franco and John Velazquez, the riders of Travers one-two finishers Leading Change and Napoleon Solo, respectively, face penalties after each was cited by the Horseracing Integrity and Safety Authority for using the whip more times than permitted during the running of Saturday’s Grade 1, $1.25 million Travers Stakes at Saratoga.

According to New York Racing Association steward Victor Escobar, who is in charge of adjudicating HISA rules at NYRA tracks, Franco was cited for using the whip seven times while Velazquez was cited for using the whip eight times during the race. Per HISA rules, a jockey may only use the whip six times during the running of a race.

Both are viewed as Class 3 violations, which constitute a one-day suspension and a fine of $1,000, or 10 percent of the jockey’s gross purse earnings from the race. In the case of the Travers, Franco earned $68,750, which means his fine would be $6,875. Velazquez earned $12,500, which means his fine would be $1,250.

Both riders have the opportunity to appeal their penalties.
