Jockey Kieren Fallon was denied a temporary restraining order by an Illinois judge Thursday, ending Fallon's chances to ride Saturday at Arlington Park. Fallon, banned from riding in England after being charged in a race-fixing scheme there, had hoped to ride Ace in the Million and Ivan Denisovich in the Secretariat, but was denied a license by the Illinois Racing Board on Wednesday, a denial the judge upheld. . . . The Kentucky Horse Racing Authority has announced that it will begin enforcing a rule requiring jockeys to wear helmets that comply to certain safety standards. The rule, to be enforced beginning Sept. 6, the start of the Turfway Park meet, requires that all helmets meet Safety Equipment Institute certifications.
