Craig Fravel, the executive vice president of Del Mar Thoroughbred Club, has been named the chairman of the National Thoroughbred Racing Association's board of directors, the NTRA said Wednesday. Fravel replaces D.G. Van Clief, the chief executive of the NTRA and the president of Breeders' Cup Ltd., a company that merged with the NTRA five years ago. Van Clief will remain in his other positions, the NTRA said. . . . Jen Budge has been named executive director of the Equine Scholars Program at Georgetown College in Georgetown, Ky.
