Joe Osborne, a longtime owner who in the early 1980's co-owned Herreno, a winner of 17 races in the lower claiming ranks in Kentucky, died Feb. 19 at age 68 after an illness. . . . The National Thoroughbred Racing Association has appointed Anthony J. Perrotta Jr. to the board of directors for the NTRA's political action committee. . . . Lee Ann Womack, a top country artist, will perform after the races at Lone Star Park near Dallas on April 15. The track's 66-date meet will open on April 13.
