Lorraine Power Tharp, a lawyer who lives in Saratoga Springs, N.Y., has been appointed chairwoman of the New York State Breeding and Development Fund, which oversees the distribution of purse subsidies in New York for statebred horses. Tharp was appointed two months after the fund's former chairman, William Levin, resigned after pleading guilty to a felony grand larceny charge for stealing money from the Capital Investment Fund, a state agency Levin also headed. . . . Sunland Park and the Breeders' Cup have added $50,000 in Breeders' Cup money to the Harry W. Henson Handicap on April 1. The Henson, for fillies and mares at one mile, will now be worth $150,000. . . . Frank Stronach's Adena Springs in Versailles, Ky., has hired Jim Cullen as its director of marketing. Cullen will handle advertising and will assist with bloodstock services at the farm.
