The West Virginia Legislature has passed a bill requiring that Mountaineer Park card at least one race a day for horses born, sired, or based in the state of West Virginia. West Virginia's other Thoroughbred racetrack, Charles Town Races, already participates in a breeding program for West Virginia horses. . . . Award-winning television producer Dan Noel, who has worked at Television Games Network for the last six years, has joined HorseRacing TV and will focus on the day-to-day live operation of the network. In addition, HRTV has named Phil Kubel as senior coordinating producer.
