Jockey Jamie Spencer has been fined $1,500 for his ride aboard Powerscourt last Saturday in the Arlington Million. Powerscourt finished first by 1 1/2 lengths, but was disqualified to fourth for impeding Epalo. . . . Soto, winners of the Grade 2 Kentucky Jockey Club Gold Cup and the Grade 3 West Virginia Derby, has been retired, trainer Michael Dickinson announced Wednesday. The 4-year-old colt is a son of Dehere and the winning Crafty Prospector mare Subtle Fragrance. Stud plans are pending for Soto, who retires with a record of 6-5-1-0 and $666,164 in earnings. . . . The New York legislature passed a bill last week that will allow the New York Racing Association to give admission passes to the spouses and immediate family of owners, trainers, and jockeys. NYRA had previously disregarded a 1950's-era law that had prohibited the association from distributing free admission passes, but stopped the practice last year after it came under scrutiny from state and federal regulators because of tax-evasion convictions of 20 mutuel clerks. . . . Trainer Dick Clark scored his 1,000th career victory Tuesday, when Kahlua Hummer won the third race at Prairie Meadows. Clark, Prairie Meadows's all-time leading trainer, led the standings by a 28-13 margin going into Tuesday.
