"Horsin' Around TV," a half-hour program covering Thoroughbred and harness racing in Chicago, returns to the air Saturday for its second season. The program will air each Saturday through Nov. 13 on Fox Sports Net Chicago at 5:30 a.m. and 11 a.m. Central, as well as at 11:30 am on the Internet at Youbet.com. . . . Stevenson and Associates, a simulcast brokerage and consulting company, has hired Robert Decker, former chief financial officer of Churchill Downs, as a consultant to assist the company in developing an offshore wagering hub that would take wagers from foreign countries on U.S. races. The hub has been endorsed by the National Horsemen's Benevolent and Protective Association.
