Capac, who won a Churchill Downs maiden race by 5 1/4 lengths last November, won his 3-year-old debut Wednesday at Laurel. Under Jeremy Rose, Capac ($2.80) rallied wide on the turn and won a seven-furlong allowance race by 3 3/4 lengths. . . . A company related to Magna Entertainment Corp., owner of Golden Gate Fields, will ask the city of Albany, Calif., not to process a development plan filed in 2002 for the track and adjacent property. Andy Blair, the CEO of Magna International Development Co., said Magna would incorporate input from community meetings in an amended proposal that would be filed by the end of the year. . . . Suffolk Downs has hired L. James Pambianchi as its new racing secretary. Pambianchi, 57, most recently was director of racing and racing secretary at Finger Lakes. . . . Erin Dahlmeyer has been appointed secretary to the New York State Racing and Wagering Board.
