Jay Weiss, a longtime owner in New York and Florida, died in his sleep Saturday in Bal Harbour, Fla., at age 76. Weiss, who he founded Southern Wine and Spirits, one of the country's largest liquor distributors, bred and owned Queue, the winner of the 2001 Ladies Handicap at Aqueduct. . . . Frank E. Tours Jr., who served in various management and publicity posts at tracks across the country during his career in racing, died Thursday at his home in Ojai, Calif., at age 76.
