Tommy Scott, a longtime racing official and a member of the Fair Grounds Racing Hall of Fame, died Wednesday at age 83. Scott worked at Fair Grounds for more than 25 years, including nine seasons (1967-76) as the track's racing secretary, and also served as racing secretary for 22 years at Sportsman's Park. . . . John W. Rooney, who worked in various executive capacities at Delaware Park during a 44-year career that began in 1957, died Monday in Wilmington, Del., at age 78. Rooney's jobs included vice president of finance, vice president of racing, and steward. . . . The Virginia Racing Commission has approved a 34-day Thoroughbred meet for Colonial Downs in 2004, running from June 11 to July 26. Live racing will be conducted five days a week, Friday to Tuesday. . . . Jockey Joe Hampshire reached the 3,000-victory mark Friday, riding the winners of the final two races on the Laurel card. Hampshire won on Tommy Wells ($74.80) in the eighth race and Bluebird's Song ($24.60) in the day's finale. . . . Penn National Race Course canceled Friday night's live racing card because of cold weather.
