Portland Meadows canceled its fourth straight day of scheduled racing on Monday because the track remained frozen after a severe winter storm. Officials hope to resume racing on Friday. . . . Fair Grounds will be the North American wagering hub for the $15 million Dubai World Cup program on March 27 as well as for nine days of racing from Dubai in January-March that make up the Dubai International Racing Carnival. Last year, when Arlington Park served as the hub, a total of $2.5 million was bet in North America on the World Cup card. . . . Despite being ranked six pounds below topweight Hawk Wing in the International Classification Committee's ratings, Falbrav was named 2003 horse of the year by the British Horseracing Board. Falbrav won five Group 1 races last year and finished third in the Breeders' Cup Turf, a head behind dead-heat winners Johar and High Chaparral.
