Gary Biszantz, the California owner and breeder, has been elected the chairman of the board of trustees of the Thoroughbred Owners and Breeders Association, TOBA announced on Friday. Biszantz, the founder and former chairman of Cobra Golf Inc. and a member of the Jockey Club, will replace Stuart Janney III as chairman. . . . .Superstar Leo, Lael Stable's 2000 European champion juvenile filly, has been retired. Winner of five of 14 lifetime starts for earnings of $286,884, Superstar Leo will be bred next year to an as-yet-undetermined stallion, according to co-owner Roy Jackson. . . . A Baton Rouge, La., district judge will issue a ruling Aug. 15 on whether Louisiana Downs in Bossier City, La., can reactivate its 34 video poker machines. The Louisiana State Police turned the machines off July 20 because of a dispute over the track's renewal application. . . . . The American Quarter Horse Association, based in Amarillo, Texas, has opened a satellite office in Lexington, Ky. Keith Kleine, AQHA senior manager of race marketing, will run the branch, which is located within the offices of the National Thoroughbred Racing Association and Breeders' Cup Ltd.
