Jean Romanet, director general of the France's ruling racing body, the Societe d'Encouragment, from 1961 to 1987, died Wednesday at the age of 89. During his tenure, Romanet was instrumental in the renovation of Longchamp racecourse in 1966 and played a leading role in the development of international racing. . . . Ben Haggin, the National Thoroughbred Racing Association's vice-president for industry relations, has left the organization to work with Lexington bloodstock agent Reynolds Bell. Haggin, who was among the founders of the Internet-based owner recruitment program The Greatest Game, will be in charge of client development and services.
