The New York Racing Association last Wednesday approved plans for a 36-day Saratoga meet in 2004 Saratoga meet. The dates that will be submitted to the New York State Racing and Wagering Board for approval are July 28 through Sept. 6, with racing Wednesday through Monday as usual.
