Former Capital OTB chief Davis M. Etkin, who began serving a two-year sentence in a Schenectady, N.Y., jail for fraud and bribery earlier this week, was taken to a nearby hospital Tuesday evening after he complained of chest pains. Less than four hours later, Etkin, 73, was returned to jail.
