The Australian government on Friday lifted the ban that had prevented British horses from entering the country because of the foot and mouth epidemic in Britain. The move clears the way for British-trained horses to run in the Melbourne Cup at Flemington on Nov. 6, although any horses entering Australia from Britain will be subjected to a two-week quarantine before leaving home. . . . New York State Racing and Wagering Board member Joseph Neglia has resigned from that position, citing his age and desire to spend time with his family. Neglia, 77, has been a member of the board for 17 years. . . . Vermont, sire of Puerto Rican champion Play in Vermont, will move to central California's Rancho San Miguel for the 2002 breeding season. Vermont (by Chief's Crown out of High Schemes, by High Echelon), who stood this season at Blooming Hills in Clements, Calif., for a $3,500 fee, will stand at Rancho San Miguel in San Miguel for $1,500, with special consideration will be given to stakes-winning or stakes-producing mares.
