Windfields Farm in Canada has purchased a half-interest in Grade 1 winner D'wildcat from Fog City Stables, and the horse will stand at Windfields for the 2004 breeding season. D'wildcat, 5, will race this year for Fog City and Windfields under the management of Fog City and trainer Bob Hess Jr. . . . A funeral service was held in Scarborough, Ontario, on Monday for Frank Drea, former chairman of the Ontario Racing Commission, who died of pneumonia last Wednesday at age 69. Drea, who was a longtime member of the provincial parliament and a cabinet minister in the Ontario government, was head of the commission from 1985 to 1994. . . . Lone Star Park, recently purchased by Magna Entertainment, has named Eugene Joyce, who had served as interim general manager at Remington Park - another Magna property - as assistant general manager. Magna also named R.D. Logan to be general manager of Remington. . . . Patrick LePley, a Bellevue attorney and horse breeder, has resigned as chairman of the Washington Horse Racing Commission, saying he wanted to spend more time with his law practice and family. LePley has recently been criticized by several state legislators who questioned his involvement in advocating gambling machines at Washington racetracks. . . . A plan for video-lottery terminals at New Jersey racetracks has been tabled indefinitely by Gov. James McGreevey, according to two New Jersey newspapers. McGreevey was said to have dropped support for track VLT's because of opposition from Atlantic City casinos. . . . Three actors from the upcoming movie "Seabiscuit" will be presenters at the Eclipse Awards ceremony on Jan. 27. Tobey Maguire, Jeff Bridges, and Chris Cooper will appear at the dinner, to be hosted by ESPN personality Kenny Mayne for the fourth consecutive year.
