The New York State Racing and Wagering Board suspended trainer Nick Zito for 15 days and fined him $2,000 for a medication positive dating back to last August. The board said that it would cut the suspension by five days provided Zito did not incur another medication-related positive within the next 12 months. . . . New York Gov. George Pataki and the Seneca Indian Nation announced an agreement Wednesday in which the Senecas will be allowed to build two casinos in Buffalo and Niagara Falls. The plan would have to be approved by the legislature, and if passed, the casinos could provide impetus for proposals to install video-gambling devices at New York racetracks, racing officials said Thursday. . . . The New Jersey Assembly passed a bill authorizing offtrack betting and account wagering on Thursday. The legislation will be heard in the state Senate's Economic Growth, Agriculture, and Tourism Committee on Monday morning. . . . The Ken-tucky Association of Equine Practitioners passed a resolution on Wednesday endorsing Kentucky's current medication rules and the use of drugs to treat bleeding from the lungs. The association drafted and approved the language in response to a position taken by the American Association of Equine Practitioners in support of uniform drug laws.
