The New York Racing Association has hired Raphael M. Chetcuti as vice president for human resources and labor relations. In his position, Chetcuti, most recently director of labor relations at The New York Times, will oversee the recruitment, training, and development of personnel and employee benefit programs as well as head NYRA's labor relations.
