The Anderson, Ind., Parks Department on Tuesday approved Hoosier Park's plans for a stand-alone casino on its property, according to the track. The plans will be submitted to the Anderson Board of Zoning Appeals for approval, and final approval will be needed from Indiana's gaming and racing commissions before ground can be broken for the new facility. . . . Garrett Redmond, a horse breeder from Paris, Ky., has lost an appeal against a court ruling that the Jockey Club acted within its rights when it denied Redmond's request to name a horse after Sally Hemings, a slave reputed to be the lover of Thomas Jefferson. The three-judge Sixth Circuit Court of Appeals affirmed the Jockey Club's action by saying that it did not violate Redmond's free-speech rights because the Jockey Club is a private organization. . . . . Thoroughbred Charities of America has named Bill Casner, co-owner of WinStar Farm near Lexington, Ky., to receive its Charity Leadership Award. Casner will receive the award at the annual TCA stallion season and art auction on Nov. 30 at Keeneland.
