River Downs cancelled Sunday after one live race after a severe thunderstorm caused a power outage. The day's scheduled Hoover Stakes has been tentatively rescheduled for Sunday, July 22, pending approval from the state racing commission. . . . Finger Lakes has changed first-race post time for Fridays in August to 12:35 p.m. Admission gates will still open at 11:30 a.m., and first-race post time for all other days will remain at 1:10 p.m. until Oct. 29.
