Churchill Downs Inc. received authorization on Tuesday from the Virginia Racing Commission to accept Internet and telephone wagers from Virginia residents, the commission said. Churchill plans to open a national account-wagering service later this month, and Virginia requires any account-wagering company operating in the state to be licensed. . . . Penn National Gaming Inc. closed its $200 million purchase of Zia Park, the racetrack and casino in Hobbs, N.M., on Tuesday following approvals from the New Mexico Gaming Control Board and New Mexico Racing Commission this week. Penn reached an agreement last year to purchase the track, which opened in 2005 at a cost of $50 million, from a partnership led by R.D. Hubbard.
