RCI's proposed medication penalties debated

Four days before the Kentucky Derby, three federal legislators announced plans to introduce a bill requiring the racing industry to fund an effort to develop national rules for drugs and drug-testing. It was the third straight year that a bill seeking federal control over the racing industry was announced, even though the two previous efforts had gone nowhere.

California claiming rule changed

INGLEWOOD, Calif. – The California Horse Racing Board is enacting a rule this month to void claims on horses that die or are placed on the veterinarian’s list for lameness or unsoundness in the races in which they are claimed.

The rule, which takes effect on May 16, was passed by the racing board in February and approved by the state Office of Administrative Law last week.

Breeders' Cup names Sheinman as chief marketing officer

Breeders’ Cup Ltd. has named Drew Sheinman, a former marketing official with Coca-Cola and the New York Mets, to the position of senior vice president and chief marketing officer, the company announced Monday.

In 2005, Sheinman founded Vision Works, a marketing consulting firm. Prior to that, he was the director of sports marketing for Coca-Cola and the vice president of marketing for the New York Mets. He also has held “senior level marketing positions” with the Baltimore Orioles and Madison Square Garden, Breeders’ Cup said in a release.

Bill would ban raceday medication and turn enforcement over to U.S. doping agency

Three federal legislators plan to introduce a bill next week that would require the horse racing industry to provide funding to the U.S. Anti-Doping Agency to administer the sport’s drug-testing and enforcement policies and that would ban the use of all raceday drugs, including the anti-bleeding medication furosemide.

Romans fined by Immigration and Customs Enforcement

LOUISVILLE, Ky. – Dale Romans, the Eclipse Award-winning trainer for 2012, has been assessed a fine of $150,000 by Immigration and Customs Enforcement, the trainer said on Tuesday, for violations related to paperwork for his employees.

The fine was first reported by the Louisville Courier-Journal. At Churchill on Tuesday, Romans said that his lawyers are appealing the fine and that he does not believe that he violated any regulations. He stressed that the fine does not relate to any of his racing activities.

Daily Racing Form launches mobile platform

Daily Racing Form on Thursday launched a mobile platform, called m.drf.com, designed to appeal to horseplayers using smartphones. The new site features DRF ’s racing coverage and tools and includes access to DRF Bets, the company’s online wagering outlet.

The mobile site, developed with Toronto-based Polar Mobile, provides the Racing Form ’s racing news coverage, past performances, and handicapping analysis, as well as wagering through DRF Bets.

The platform is designed for both iPhone and Android screens.

Churchill Downs Inc. had net income of $1.1 million in the first quarter of 2013, down from net income of $1.4 million in the first quarter of 2012, on record revenues of $148.1 million, according to financial statements released by the company late Wednesday.
