Paul Schosberg, president of New York Thoroughbred Breeders, dies at 79

Paul Schosberg, a former leader of New York Thoroughbred Breeders Inc. and the father of New York-based trainer Richard Schosberg, died on Monday following complications from surgery related to cancer, according to a release from New York Thoroughbred Breeders. Schosberg was 79.

While Schosberg had a long career in politics and advocacy, he was also a Thoroughbred breeder and owner, through his Pine Lane Farm in Katonah, N.Y. He was a two-term president of New York Thoroughbred Breeders Inc., and a director of the organization for 12 years.

NYRA racing official gets 10-year ban

The New York Gaming Commission has revoked the license of a former clocker of the New York Racing Association for at least 10 years for his participation in a scheme to give a jockey agent access to racing records.

Stephen Foster, who was a clocker, patrol judge, and placing judge for NYRA, will not be eligible to reapply for a racing license until at least 2027 under the commission’s action, which modified a hearing officer’s recommendation. Foster was fired in 2015 by NYRA after he was escorted off track grounds in connection with an investigation by local prosecutors.

Judge strikes down Indiana's claiming ‘jail' rule in federal court

A federal judge in Indiana has ruled that the state racing commission’s jail rule preventing claimed horses from racing outside of Indiana for 60 days after a claim is a violation of the Commerce Clause of the U.S. Constitution.

LEXINGTON, Ky. – The chairman of the Kentucky Horse Racing Commission late on Friday poured cold water on a joint announcement earlier in the day by Keeneland and Churchill Downs about their plans to apply to the commission for licenses for two new gambling facilities in southern Kentucky, stating flatly that the commission will not consider the joint applications.

Hertrich elected as chairman of Breeders' Cup board

LEXINGTON, Ky. – Fred Hertrich III, the owner of Watercress Farm in Paris, Ky., has been elected as chairman of the board of Breeders’ Cup Ltd., the organization announced on Friday after a board meeting.

Hertrich, who has been a director on the board for the past three years, will replace William S. “Bill” Farish, who has served as chairman for the past four years and will remain a director. Dan Pride, an official with the worldwide racing and breeding operation Godolphin, was elected vice-chairman of the board, which has 14 members, including the chairman and vice-chairman.

Keeneland and Churchill to partner on racetrack-casinos

Kentucky Horse Racing Commission begins appeals process in Motion case

LEXINGTON, Ky. – The Kentucky Horse Racing Commission on Tuesday filed a notice of appeal with the Franklin Circuit Court to challenge a recent ruling involving trainer Graham Motion that raised issues with the state’s absolute-insurer rule, according to a copy of the notice provided by the commission.

The notice, which states that the commission is appealing the ruling “in its entirety,” is a formality that sets in motion the appeals process, which will take months, with briefs in the appeal not expected for at least 60 days.

Trainer Navarro, owner Gindi fined for taunting incident

Jorge Navarro, who on Sunday won his fifth consecutive Monmouth Park training title, and horse owner Randal Gindi, who races as Monster Racing Stables and has horses with Navarro, has each been fined $5,000 by the Monmouth Park stewards for "conduct extremely detrimental to racing."

The fines are the maximum the stewards can impose, according to Frank Zanzuccki, executive director of the New Jersey Racing Commission.

Takeout rises at Los Alamitos September meet

CYPRESS, Calif. - Because it is considered a fair meeting, Los Alamitos will have higher takeout rates at its September meet, which begins Thursday, than at its other Thoroughbred meetings this year.

The Los Angeles County Fair meeting at Los Alamitos runs for 12 days, through Sept. 24.

The rates for win, place and show bets have risen from 15.43 percent to 16.77 percent; exacta bets from 22.68 percent to 24.02 percent; and most bets involving three or more horses - such as trifectas, pick threes, pick fours and pick sixes, from 23.68 percent to 25.02 percent.

Pennsylvania to ban horses temporarily following drug positives

The Pennsylvania Horse Racing Commission has adopted a rule that will make horses who have tested positive for illegal substances ineligible to race for as long as 90 days after the positive test has been confirmed.

The rule was approved by the commission during an Aug. 31 meeting. Tom Chuckas, the executive director of the racing commission, said on Thursday that the rule likely will take effect in October, 30 days after the rule is first officially published, which could come as soon as next week.
