Kentucky Downs raises minimums on straight bets to $5, lowers takeout on horizontals

The $2 bettor will no longer exist at Kentucky Downs, which has raised the minimum wager on straight bets – win, place, and show – to $5 for its 2026 meet.

The new minimums, the first of their kind in North America, were first reported Monday by Horse Racing Nation.

Several tracks have adopted exotic wagers, usually multi-race bets, with minimums higher than $2, but Kentucky Downs is the first track to raise the base wager on straight bets.

There are other new bets with higher minimums for the 2026 season: A $3 late pick three, a $5 late double, and a $5 base exacta wager on each card’s final race.

The all-turf racecourse, which runs seven days this year between Aug. 29 and Sept. 10, also will lower takeout on pick three, pick four, and pick five wagers to 15 percent, down from 20 percent.

The rest of the wagering menu remains unchanged, with a takeout rate of 19.5 percent on exactas, and 20 percent on all other exotic wagers, including doubles, trifectas, and superfectas.

Takeout on win, place, and show will remain at 17 percent.

In 2023, Kentucky Downs raised all takeout rates by 1 percent in order, the track said, to offset costs introduced by the implementation of the Horseracing Integrity and Safety Authority.

The move toward higher minimums and lower takeout has gained force as a bulwark against computer-assisted wagering teams, or CAWs, which have steadily increased their presence in North American betting pools.

Higher minimums grow larger pools earlier in a given wagering cycle and lessen the effect on pricing – late-odds drops – that come with algorithmic batch betting just before a race begins. CAWs, too, exploit low minimum wagers in exotic pools by playing massive numbers of combinations that dilute payoffs to everyday players.

Lowering takeout decreases the maximum rebates tracks can offer CAWs: The higher the rebate, the more they are likely to bet.
