Scott Chaney of the California Horse Racing Board said in his opinion CAWs are not "a problem to be solved or something that needs to be severely restricted or limited. Instead, it’s a reality in racing in which you deal with it by trying to figure out what is the best long-term approach to them for the health of horse racing.”

INDIANAPOLIS – Radical change regarding how the racing industry deals with computerized automated wagering will be difficult to implement due to the industry’s financial difficulties and the theoretical nature of the benefits to other horseplayers, according to speakers on a panel dealing with CAWs at the Association of Racing Commissioners International conference in Indianapolis on Wednesday.
