Mystic City led every step of the way to win the $100,000 Windward at Presque Isle Downs on Tuesday evening. Trained by M. Anthony Ferraro and ridden by Pedro Rodriguez, the Finger Lakes-based Mystic City ($27.60) led the field of 11 older fillies and mares through slow fractions of 24.40 and 47.95 seconds early in the one-mile event. Rodriquez went to work on the 5-year-old Mystic City in upper stretch and she held sway late to win by three-quarters of a length of late in  front of late-charging Noble Charlotte. It was another three-quarters of a length to  Holy Heavens in third. New York shipper Withgreatpleasure finished 10th as the 2-1 favorite. The running time over a wet  Tapeta surface was 138.03.
