Pa. HBPA treasurer under scrutiny is missing


The treasurer of the horsemen’s group based at Penn National Race Course in Grantville, Pa., has gone missing and is under investigation for accounting fraud, the horsemen’s group confirmed on Monday.

Matthew Carter, an employee of the Pennsylvania Horsemen’s Benevolent and Protective Association since 2010, went missing in February after HBPA officials uncovered “accounting irregularities” with the organization’s funds, according to a statement. Pennsylvania HBPA officials contacted on Monday declined to comment, citing an investigation by state police.

“We will continue to fully cooperate with state police, but due to the ongoing investigation, we will have no further comment,” the statement said.

Carter, a 2009 graduate of the University of Arizona Race Track Industry Program, disappeared after being confronted with the irregularities, according to an official with knowledge of the investigation.
