The New Mexico Gaming Control Board approved gaming licenses on Tuesday for R.D. Hubbard and his three partners for a planned new casino and racetrack, Zia Park.

The approvals for Hubbard and partners Paul Blanchard, Ed Allred, and Bruce Rimbo were unanimous, according to the board's executive director, Brett Woods. Hubbard owns 55 percent of the partnership, with each of the three owning 15 percent.

Zia Park won a license last week to operate a new track and casino in Hobbs, N.M., near the Texas border. The developers plan to open the casino in late 2004 and the track in late 2005.
