Kentucky panel nears whip reform


A committee of the Kentucky Horse Racing Commission indicated at a meeting on Monday that is it preparing to issue new regulations governing the types of whips and reins that can be used during racing and training in the state.

The commission's safety and welfare committee strongly suggested that it would recommend that the full commission adopt regulations requiring the use of so-called safety reins and limiting the size and shape of whips. The commission stopped short of issuing any recommendations so that additional work could be done on the language of the rules.
