Indiana Gov. Frank O'Bannon released a budget proposal Thursday night that would shave $10 million off the $27 million subsidy in 2003 that Hoosier Park in Anderson, Ind., receives from casino gaming taxes. That would have a "catastrophic" effect on the Indiana horse racing industry, Rick Moore, general manager of Hoosier, said Friday. . . . Fasig-Tipton has cataloged 212 horses to its Texas December mixed sale, which will take place Dec. 9 at Lone Star Park in Grand Prairie, Tex. The 163 broodmares and weanlings entered make up more than half of the catalog, but the sale also includes yearlings and some horses of racing age. . . . Penn National Race Course has been granted 203 live racing dates for 2002. Racing will be conducted year-round Wednesdays through Saturdays, with a new first post time of 7:25 p.m., with three Sunday programs on Jan. 27, Dec. 22, and Dec. 29 with first post of 5 p.m.
