Beulah Park canceled its nine-race program Monday because of a frozen racing surface and a dangerous wind-chill factor in the central Ohio area. Racing was scheduled to resume Tuesday. . . . Portland Meadows canceled live racing for the second straight day Sunday because of frozen track conditions. Racing resumed Monday, when the temperature rose to the low 40's. . . Sky Terrace, who won the Grade 3 Derby Trial in 2002 and placed in three other stakes, will enter stud at Hedrick Ranch in Sanger, Calif., this season with a $3,000 fee. Sky Terrace, a 6-year-old Skywalker horse out of stakes-placed I Aim High, retires with a record of 4-1-2 from 16 starts and $218,709 in earnings.
