The Michigan Racing Commission will decide on July 16 whether to allow Magna Entertainment Corp. to transfer its license for Great Lakes Downs to a company owned by an associate of Magna's chairman, Frank Stronach. Michigan rules prohibit a company from holding two racing licenses; Magna wants to build a track outside Detroit. . . . The Kentucky Equine Education Project, which promotes awareness of the state's horse industry, has named its executive staff. Claria Horn Shadwick is executive director; Jim Navolio, operations director; and Gene Clabes, equine director.
