The Arkansas Racing Commission will meet April 27 to hear an appeal by Darrell Vienna regarding a bumping incident in the Apple Blossom Handicap on April 3. Vienna trains the third-place finisher, Star Parade, and is appealing a decision by Oaklawn stewards not to disqualify the second-place finisher, Wild Spirit, for an incident involving Star Parade entering the stretch. . . . Charlotte Couris and Brynn Gallo finished one-two in a Tampa Bay Downs handicapping contest Saturday, earning berths in the Daily Racing Form/National Thoroughbred Racing Association National Handicapping Championship in January. . . . A Mazel Trick-Lip Code colt posted the quickest workout time of 10.40 seconds for an eighth-mile at Wednesday's first breeze session for the Ocala Breeders' Sales Co.'s spring 2-year-old sale in Ocala, Fla., to be held April 19-22. An A. P. Jet-Manor Queen colt logged the day's fastest-quarter mile work of 21.80 seconds, and a Hesabull-June Taylor Dancer colt posted the day's fastest three-eighths time of 34.80 seconds. . . . Penn National canceled the last six of nine scheduled races Wednesday night when the jockeys decided it was too windy to continue riding. . . . Irene M. Posio has been named controller for the New York Racing Association. She replaces John Giombarrese. . . . Sean Clancy has been named by the Maryland Jockey Club as winner of the David F. Woods Award for best printed 2003 Preakness story for his account in the Mid-Atlantic Thoroughbred. Other media awards announced by the MJC included one to Jeff Snyder, a photographer for The Blood-Horse photographer, for a photo of Funny Cide in last year's Preakness.
