John Phillips will replace Barry Schwartz, New York Racing Association chairman, on the American Graded Stakes Committee, according to a Tuesday announcement from the Thoroughbred Owners and Breeders Association. Phillips will serve out the remaining two years of Schwartz's term. . . . The Delaware Thoroughbred Racing Commission and the Delaware Harness Racing Commission said on Monday night that the state began testing for the banned blood-doping drug erythropoietin on June 1. The commissions also are considering adopting rules that would prohibit horses from running if the drug was detected in their systems, along the same model as rules adopted by New York effective Nov. 1. . . . Five-year-old mare Makybe Diva, a 7-1 shot trained by David Hall, won the 143rd running of the $3.2 million Melbourne Cup Handicap by 1 1/4 lengths over She's Archie on Tuesday before a record crowd of 122,736 at Flemington Racecourse.
