Darley stallion Halling will relocate from England to Dubai for 2004, England's Racing Post reported Friday. Halling, an English champion and Group 1 winner by Diesis, stood at his owner Sheikh Mohammed al Maktoum's Dalham Hall Stud for a fee of about $49,000, and his fee will remain the same at Sheikh Mohammed's Emirates Stud Farm in Dubai. . . . A memorial for longtime owner Sam Basin will be held Wednesday in the Longchamps Room in the Bay Meadows Turf Club following the day's races. Basin, best known for owning stakes winners Bam's Penny and Salesman Sam, died Sept. 4 at age 86.
