A dinner to honor Jack Servis, a longtime jockey agent based at Philadelphia Park, will be held Friday night at Celebrations restaurant in Bensalem, Pa. Servis, who is ill, has served as agent for Rick Wilson, Art Madrid, Tony Black, and, most recently, Jose Flores, the current leading rider at Philadelphia Park. Betters, who wants to build a racetrack and casino in Pittsburgh. Betters has submitted a proposal to Pennsylvania regulators for a racetrack and casino that is one of six applications seeking the last Thoroughbred racing license in the state. . . . Arlington Park will move first post at this year's meet back a half-hour, to 1:30 p.m., in an effort to get more fans to the track during the week and to integrate its races into the national simulcast schedule. The new post time will be in effect every day except Friday, when cards will start at 3 p.m. through August and 2:30 p.m. until the meet's end.
