Youbet.com, the online horse racing broadcast and wagering company, has contracted with the Association of Racing Commissioners International to use the association's wagering monitoring system. The system, which is expected to be fully in place by June, according to the two parties, overlays the bet-processing network in order to flag suspicious wagers. . . . Regal Band, the dam of 2001 Kentucky Derby winner Monarchos, died April 9 at age 20 at the Rood and Riddle Equine Hospital in Lexington, Ky. A Dixieland Band mare who was owned by Mr. and Mrs. J. D. Squires and had been carrying an Empire Maker foal, Regal Brand had been treated for a liver illness. . . . The third and final pools for both the Kentucky Derby and Oaks future wagers open Thursday at noon Eastern at tracks and wagering outlets throughout North America. The futures close Sunday.
