John Mooney, former general manager of Delaware Park and chief operating officer of the Maryland Jockey Club, has been named Delaware Park's executive director of racing. Mooney will oversee the track's racing office, as well as its track and backside maintenance operations. . . . The Goffs auction company in Ireland, has appointed Sean Clancy, a journalist and former steeplechase jockey, as its representative in the United States. Clancy will assist in recruiting American interest in the 12 auctions that Goffs holds annually. . . . The Virginia Racing Commission has appointed Victor Harrison as its executive secretary, replacing Stan Bowker, who is retiring after 10 years with the commission. Harrison spent nine years with the Division of Pari-Mutuel Wagering in Florida, overseeing the state's parimutuel auditors, before being director of North American sales at United Tote for 10 years.
