Arraignment for jockey Norberto Arroyo Jr. has been set for July 22 in front of Nassau County Court Judge Donald Deriggi. Arroyo was arrested and charged on Friday with three counts of assault in a June 9 incident in a pool hall near Belmont; he was released on Saturday after posting bail. . . . Don Clippinger, the former managing editor of the Thoroughbred Times and winner of the Eclipse Award for magazine writing in 1996, has been named the executive director of the Winners Federation, the nonprofit organization that seeks treatment for substance-abuse problems on backstretches. . . . Television commentator and former Thoroughbred trainer Charlsie Cantey will be the featured speaker at the National Museum of Racing's Hall of Fame induction ceremony in Saratoga Springs, N.Y., on Aug. 5. The free ceremony at Fasig-Tipton's sales pavilion is scheduled to begin at 10:30 a.m. and will feature the inductions of champions Cigar, Noor, and Serena's Song, along with trainer Bud Delp and the late jockey Jack Westrope.
