Phantom on Tour, an earner of more than $700,000 who failed to win in three starts at Penn National and Charles Town last year after being returned to the races following a 2 1/2-year layoff, was scheduled to arrive Tuesday afternoon at his new permanent home, the Kentucky Derby Museum. Phantom on Tour, now 8, was acquired by the Thoroughbred Retirement Foundation and Churchill Downs; at the museum, he will serve as a "resident Thoroughbred" for tour groups and other visitors. . . . Jon Court, with 183 wins last year, was selected as the Kentucky Thoroughbred Media's 2001 jockey of the year. Trainer of the year was Bernie Flint, and Ken and Sarah Ramsey were named owners of the year.
