LaJuana Wilcher, the head of the state department that oversees the Kentucky Horse Racing Authority, said Thursday that she plans to step down from her position at the end of the month to return to her law practice in Bowling Green, Ky. As secretary of the Kentucky Environmental and Public Protection Cabinet, Wilcher supported the racing authority's plan to reform the state's medication rules, despite opposition from horsemen. . . . Diamonds in Style ($12.80) broke Laurel's track record for 5 1/2 furlongs Thursday, finishing in 1:02.42, 0.03 of a second faster than Crossing Point ran on Nov. 1, 2002. . . . Finger Lakes announced Friday that it will hold live racing on Thursday, Sept. 28, and drop its scheduled Sunday card on Sept. 24.
