Jockey Kieren Fallon was denied a temporary restraining order by an Illinois judge Thursday, ending Fallon's chances to ride Saturday at Arlington Park. Fallon, banned from riding in England after being charged in a race-fixing scheme there, had hoped to ride Ace in the Million and Ivan Denisovich in the Secretariat, but was denied a license by the Illinois Racing Board on Wednesday, a denial the judge upheld. . . . Head to Toe was a half-length winner over Neil and John in the $40,000 Cleveland Kindergarten Stakes at Thistledown on Friday, Ridden by Louis A. Stokes, Head to Toe ran the six furlongs for Ohio-bred 2-year-olds in 1:12.42 over a fast track. . . . The Kentucky Horse Racing Authority has announced that it will begin enforcing a rule requiring jockeys to wear helmets that comply to certain safety standards. The rule, to be enforced beginning Sept. 6, the start of the Turfway Park meet, requires that all helmets meet Safety Equipment Institute certifications.
